Campaign Contribution Limits

In 1994, 73.9 percent of Missouri voters approved a ballot measure imposing limits on the amount of money individual donors could give to candidates for public office per election. On the last day of the 2008 legislative session, the General Assembly repealed those limits, which had been $1,350 for a candidate for statewide office, $675 for a Senate candidate and $350 for a House candidate.

As a result, during the 2008 general elections, donors were free to give unlimited amounts to candidates. Many donors gave individual candidates in excess of $100,000, with at least one donation topping the $1 million mark.

PayDay Loan Regulations

Missouri is one of the few states in which the payday loan industry is virtually unregulated. Payday loans are short-term, high-interest loans for relatively small amounts. Industry supporters say payday lenders provide an important service to customers who need a few hundred dollars to pay bills or an unexpected expense but wouldn’t be able to get such a loan from a traditional bank. Opponents say the industry preys on desperate, low-income customers who end up trapped in a never-ending cycle of high-interest debt and excessive fees.

Prescription only pseudoephedrine

Pseudoephedrine is a common ingredient in many over-the-counter cold, flu and allergy medications. It is also a key ingredient used to make methamphetamine, a dangerous and highly addictive illegal narcotic. To reduce the number of meth labs in Missouri, many law enforcement officials support legislation that would require a doctor’s prescription to purchase medications containing pseudoephedrine.  

Opponents of such a requirement, including many in the medical community, say it would place unnecessary burdens on an already overburdened health care system. They also say that rather than taking the time and incurring the expense of a doctor’s visit, many people suffering from minor maladies would instead go without treatment, potentially furthering the spread of their ailment. A few Missouri cities and counties have enacted local prescription-only ordinances, though their legal authority to do so without authorization in state law is questionable.

In recent years, a few members of the General Assembly have started political consulting businesses through which they are paid to help raise money for and run the election campaigns of fellow lawmakers and other candidates for elected office. The practice has been criticized as an inherent conflict of interest, especially in situations where the lawmaker/consultant can use his official position to advance his clients’ priorities. Lawmakers who have served as consultants say they are diligent about separating their official duties from their obligations as consultants.

Some Missouri lawmakers find work as paid lobbyists immediately upon leaving office. In fact, some lawmakers barred by term limits from seeking re-election have resigned their seats before the end of their final term in order to lobby their former colleagues. Supporters of the practice say former lawmakers make effective lobbyists because they understand the issues and have good relationships with incumbent lawmakers. Critics of the so-called “revolving door” between the legislature and the lobbying corps say lawmakers should be prohibited from lobbying for at least one year after leaving office to avoid the appearance of a conflict of interest or the perception that they are doing legislative favors in exchange for future employment.
